Refresh verified template pins, add read-only Angular inspection, and restore the Node 20-compatible Chalk runtime contract.

- Accept Angular's native configuration for read-only project inspection. Angular generation, reconfiguration, and managed upgrades are rejected before any writes.
- Keep Chalk on the Node 20-compatible 5.x series to honor the CLI runtime contract.

- The five supported scaffolding frameworks remain React + Vite, Next.js, Vue + Vite, Nuxt, and SvelteKit. Angular inspection does not add an Angular scaffolding template.
